Mr. Mitchell Cho is a proposal and procurement professional and expert in developing clear, compelling, and compliant documents in response to federal business opportunities.  He specializes in taking information from a variety of sources and developing strategic, orderly, and smooth-flowing language in response to government work requirements.  Mr. Cho’s skills have been repeatedly requested by multiple firms; he has helped small businesses win their first prime contract and has helped large companies win multi-billion dollar IDIQs. 

With comprehensive experience in drafting, editing, and finalizing proposals and procurement-related documents, Mr. Cho’s skills include technical writing, graphic design, desktop publishing, proposal management, cost analysis and price-to-win planning.  He holds a B.A. from George Mason University, served in the U.S. Marine Corps Reserve, and designed a skin-smoothing machine known as microdermabrasion.  An entrepreneur at heart, Mr. Cho not only offers exceptional writing and proposal development capabilities, but also a business savvy to understand and incorporate long-term business goals and branding in proposal responses.   • Started FedWriters as a business to assist clients develop professional and competitive proposal responses to federal business opportunities, leveraging more than six years of highly relevant experience as well as a talent and penchant for proposal development. 
  • Won a business plan contest in 2011 for the Best Business Plan from the Community Business Partnership in Springfield, VA and was recognized by Senator Mark Warner.
  • Provides expert writing, editing, graphic design, and procurement related advising for a variety of clients on an hourly or fixed rate basis. 

 

Proposal Manager at Leonie Industries

2006 - 2010

  • Managed the company’s entire proposal process from start to finish including locating and identifying solicitations, drafting technical language, developing win themes and discriminators, creating graphics and illustrations, and finalizing documents for submission. 
  • Drafted new content for technical capability, management, past performance, quality control, and staffing sections based on research and information obtained through program personnel. 
  • Led and developed the proposal to land the company their first prime contract valued at $25 million and their second prime contract valued at $18 million, revenue sources that dramatically altered the course of the company.
  • Tasked and coordinated technical personnel to develop concept of operations (CONOPS) to specific work requirements within a predetermined proposal schedule.
  • Developed, formatted, and finalizes various proposal documents, contracts, and Bill of Materials (BOM) and reviewed them for consistency and accuracy.
  • Managed and scheduled all proposal kick-off meetings and review sessions (color reviews) to include: preparing agendas, facilitating efficient discussions, and determining action items.

  • Contract writer for the U.S. Coast Guard Office of Boating Safety at Coast Guard Headquarters in Washington D.C.
  • Performed comprehensive editing services on documents pertaining to the Coast Guard’s regulatory projects, published in the Federal Register and the Code of Federal Regulations.
  • Drafted and edited numerous Federal Register Notices, Notice of Proposed Rulemakings and Final Rules pertaining to navigation and navigable waters with strict adherence to the government’s language and grammar style as outlined by the Government Printing Office Style Guide and Federal Register Document Drafting Handbook.
  • Conducted cost-benefit analyses on proposed regulations along with in-depth research utilizing government planning concepts such as risk-based decision-making including regulations for personal flotation devices and off-throttle steering for personal watercraft.
  • Provided administrative and logistical support for the National Boating Safety Advisory Council (NBSAC), their Strategic Planning Panel meetings and Propeller Injury Avoidance Workshops.
